I think the key word here is "concept" car.  It's just a CGI rendering of something VW hopes to maybe accomplish in the future.  Here's a news story I found on it.  https://www.cbsnews.com/news/video-of-volkswagen-concept-hover-car/

Elon Musk will probably beat them all to it, provided he can arrange tax incentives for buyers and get Congress to repeal a few laws of physics.
