Queen was out in the package

My SIL took his package home with him, about 6 miles from me, he opened everything up to install the package and his Q was out so he just went ahead and shookem in the hive, he couldn't find the Q anywhere,will they start drawing come anyway?

Give this package some time. Good that the queen was with them, meaning they accept her and did not kill her.

How do you know she was "out"?  The cage was empty?  The cork was gone?  He saw the queen?

the cork was gone, he didn't find her and said he'd ck them today after and if they spread out on the foundations.
 he called about dark and said she was probably there as the bees had stopped mulling around outside the new hive and were all just about inside except for a few walking around the entrance.
