Bees will not cap filled honey supers

I have one hive that is filled with bees and they are working continuously. I pulled honey supers from my hives in late July but this hive, even though they are working well, had three filled honey supers that were not capped yet. I checked the supers again this week and they still are full but not capped. Can anyone give me any information on why they will not cap them? I was thinking of putting the supers on other hives and letting them cap the honey frames. Does anyone think that moving the honey supers to other hives to cap them will work? :?

They have their reasons why the frames are not capped.   Just how many frames in each box are full of honey ans still not capped?

There are three supers and all nine frames in each super are filled but uncapped. I have metal spacers in the supers for nine frames.
This hive was a very good producer last year with not problems.

I am not absolutely sure where exactly Franklin, LA might be located, but for most of Louisiana there has been very little going on since July except high heat and little rain.

most likely the honey in the comb is cured even though it is uncapped.
