No, it’s at a breakfast buffet, like... next to the strawberries and waffles.
It’s a stainless steel tray designed to hold a medium frame of honey.
The spoon is left so a person can carve out a chunk of comb honey.
The tray is slanted to catch the drips in the bowl below. 

Because Argentina knows the flavor is best when the honey is fresh in the comb.

What? Can't they just train the bees to open the comb, fly to your toast, and deposit the honey on top of your melted butter?
