Has anyone used the free app from T-mobile to make cell calls over wifi regardless of carrier?

I may try it on my nexus 7 tablet just for kicks ,but wondered if anyone tried it on an actual cell phone. I know a few people that live beyond the cell coverage area but have good wifi capability at home that would be able to use something like this.
