I would assume if properly dried (kept under 95F or so) it's medicinal properties would be relatively unaffected. I've never heard anything specific pertaining to ginger and its handling. I understand that as a product for sale this wouldn't be an option, but if I was going to do this just for myself and my family, I'd just put the ginger in raw and let it ferment. Fermented honey is actually delicious, I've discovered.
