Capped brood at entrance ?

Question , over wintered hives why would Q be laying on frames near the entrance below ( i don't use top entrance )?

Didn't look at cell size.  ( swarm caught last year)  ten deep brood box, super on top ,
The bees have capped super an have of the brood chamber?

If they need space, add a box.

Clarification,  bees have med. full of capped honey and 3/4 of brood chamber capped honey.
