Can anyone tell me what causes this and if it is bad for the bees? This is in a pretty strong hive. Moldy pollen?

Looks like mold to me...I'd leave it, they can clean it up.

Rotate it towards the middle of your brrod nest. Looks like it may have been on the outside edges (not completely drawn out at the bottom) The girls will clean it out and finish it up in no time.
