You are still harping about something that doesn't exist or ever will.
It did exist. Federalism was debated and adopted as the way the country would be run. It is the reason Lincoln gave for not being able to end slavery at the federal level.
There is no interpretation. It happens because congress allows it depending on which party is in power. The power of the "party" needs to be removed from our government. This is where all corruption starts. Essentially when this country was formed there were no parties. The basis of the constitution is that no other power would have influence on our government. If you are conservative you would want to return to a no party system.
We never had a "no party system". George Washington belonged to the Federalist Party. We do not have a two party system. We have two parties that are the most powerful and usually winners are from one or the other, but Bernie runs as an independent. He has run in other parties.
There is nothing to stop someone from another party coming up with ideas that are liked by enough people to shift the power. Unfortunately, most of the 3rd party platforms are nutty and the people running in those parties are nutty.
If the Constitution had been followed as law, there are a whole bunch of things that leftists love, which would not be enforced nationally. Probably not what YOU want.
I agree that congress on all sides has failed in its job. Not only failed to do their job, but have ignored their legal obligations according to the Constitution.
