I know first hand of a beekeeper that was drove out of the business in the 70's because he was the biggest competitor to the inspectors beekeeping business.   It's quite easy to put a hurting to your competitor when you have the authority to burn his hives for AFB at any time.

Granted this was just one bad apple,  but just one is too many.
