Beekeeping friend of mine was hiking in southern sierras in california and was visited by this bee.  Anyone know what type it might be??

Hard to tell from the pic but it looks to be a fly of some type to me.

Many flies are pollinators and that one looks like it might be.  Was it on a flower?

Yes, that is some variety of fly.  Could be a hover fly, but I can't quite see the mouth.  There are only thousands of species of flies, many of which mimic bees. 

In fact I saw one this spring that was an EXACT copy of a mud dauber wasp, all the way down to the flitting wings.  To the point that I was sure it was a fly but didn't quite dare try to catch it.
