How do you make sunscreen lip balm

I have a couple of nice recipes for lip balm and I was wondering what to add to them to make it at least SPF 15.  Any ideas?

supposedly, you add 1 tsp to the mix.

While on a business trip I sat next to an EPA scientist.  She was studying the effects of micronized particles on the human health.  According to her, these micronized particles are small enough to be absorbed through the skin and travel to the brain.  Part of her research pointed to these micronized particles interferring with the brain and causing dementia issues.  Let's just say she was very, very concerned about micronized particles.  She particularly pointed out that these micronized particles were more and more used in sunscreen products and basically, that if a particle is so small that it shows clear, than it can be absorbed through the skin.  She was just on her way to deliver her findings at a conference of her peers.  Kind of scary huh?

If it's for yourself, sure you can add zinc oxide but it won't be as effective as what you buy in the store. If you make it to sell, anything with sunscreen in it is considered a drug by the FDA and requires oodles of testing and licensing to be legal.
